VAS and UID conflict

Question,
What is the scope of UID conflict check.

I have a requirement  where uid conflict is common in AD. UID with in allowed users in a host is unique.  Still vas fails on nss calls ( vastool nss getpwuid  1007  fails errro can not lookup uid 1007).
